My Utah Lake Perspective

I obviously ruffled the feathers of one commenter when I wrote a post in support of a bridge over Utah Lake. He argues that those who want a lake bridge hate the lake and that we should instead be working to restore the lake to its natural beauty. I argue that building a bridge and restoring the lake are nearly independent issues and to that end I decided to share my position on what we should do to restore the lake.

First, I think that Utah Lake would be a great natural resource for the county and the state if it were restored. In its present condition it is little more than a big puddle interrupting our transportation and growth.

There are currently efforts to rid the lake of the carp that were introduced to the lake a century ago. I believe that is a crucial step to improving the beauty of the lake and I think the Department of Wildlife Resources should take every possible step to make that happen – some suggestions they could consider include offering a bounty to fishermen for every carp caught (and kept), making it illegal to release carp (like they have with burbot), or even trying to host a tournament for carp fishing as Texas has done. I’m not sure what the effects on other animals and plants of the ecosystem would be if they try poisoning the carp (as has been suggested).

When the carp have been contained we should be able to reintroduce cutthroat trout and nurse the June sucker populations back to sustainable levels. This would both improve the beauty of the lake, and increase the opportunities for tourism and recreational use of this natural resource.

None of this depends, or is hindered, by a lake bridge as far as I can see. Some have even argued that a lake bridge could be a toll road and that the tolls could be used to fund other lake improvements. The only conjunction I can see between the two issues is that the specific placement of a bridge might influence the recreational activities available on the lake.

Don’t Toss the Tolling Option

Herriman is hardly alone in opposing freeway tolls. The most prominent reason they give is wholly predictable – and it is reasonable:

The two-page Herriman statement said the council supports the corridor project, but believes tolls would create a financial burden for residents.

I would love to read the full statement from the city council, but I know that we need to quit thinking of tolling as an all-or-nothing proposition.

We already have a single carpool/toll lane on I-15 and I think the lane next to it should become a congestion pricing lane as well – that would leave at least two and in most places 3 free lanes on the road and would allow people to discover the value of congestion pricing.

That is also an idea that could be implemented and begin generating revenue while the Mountain View Corridor is still being built. I believe that if we created a congestion pricing lane on I-15 while the MVC was being built we would see little opposition to having one or two of the leftmost lanes on the MVC as congestion pricing lanes. This would allow residents on the east and the west to share the cost of the improved transportation infrastructure which will benefit both sides.

Taking a Long View

Aside from my interested in transit and my general appreciation for the possibilities of Utah County, I did not expect that I would have much to gain from FrontRunner South now that I have moved North. When I read about the groundbreaking for FrontRunner in Utah County the comments helped me see that I still have a stake in the project.

This comment:

Great, now I can take commuter rail all the way to Cougar football games on fall afternoons.

Reminded me that I will not likely go to many BYU games with family memebrs which has been a fun event once or twice a year for me while I lived in the area. Once the line is finished I could go from Bountiful as easily as I did from Lehi for those games.

Another:

They really should finish first what they have now considering the line from Ogden to Pleasant View City is still not complete.

Reminded me that there are still detractors who must still be countered with leavel-headed reason. Which section of rail is likely to have more riders per mile – Ogden to Pleasant View, or Salt Lake City to Provo?

Fallout from Statewide Four 10’s Schedule

As I was riding the bus home yesterday there were very few riders. I overheard some people discussing it and suggesting that it might be related to the new four 10’s schedule of most government offices. That explanation makes sense to me. It also got me thinking about how wide an impact that could possibly have. I wonder if some of the commuter bus lines (the ones that only run into downtown in the morning and out of downtown in the evening) might add an extra bus at the beginning and/or end of the day on Monday thru Thursday to accomodate the extended hours of government workers. If they did, this might encourage others who have any flexibility in their schedules to shift their days earlier or later to avoid the rush of the 9 to 5 crowd. It occurred to me that this might result in a substantial change in traffic patterns every day of the week and not just on Fridays as I had previously expected.

Editing for BNN/Utah

I have been given the opportunity to function at the editor for BlogNetNews/Utah. That is not likely to produce visible changes to the site because the purpose of BNN is to remain neutral while providing an image of what’s happening in the various corners of the blogosphere. Functionally, it means that when people want to have their blog added to BNN/Utah I will be the one who receives and processes the request. On the other hand, I have been invited (if I choose) to categorize the Utah blogs geographically.

There is currently some categorization between liberal and conservative leaning blogs and a category to identify blogs connected to MSM organizations but there has been no geography-based categorization thus far. You can see how the categorization works by clicking on the arrow next to “Sort By” in the header. If you visit BNN/Virginia you can see an example of geographic categories in use.

Having been given that invitation, my first action as editor is to ask my fellow Utah bloggers whether they would be interested in geographic categorization – which would allow people to sort blogs based on those categories – and if so, do you have any recommendations on what categories would make sense for Utah?

An Informed View of Congestion-Pricing

I always like to see when someone with lots more information and better credentials than me comes to the same conclusion on an issue that I have come to. In this case it is Michael R. Brown stating that Congestion-pricing positives outweigh negatives. Mr. Brown is a Certified Transportation Planner and he has been participating in a study on the issue of implementing congestion pricing along the Wasatch Front. One thing he does that I have never thought about is to define the fundamental difference between standard tolls and congestion pricing:

The purpose of tolls is to provide revenue to pay off construction bonds. You pay even when there is no congestion. It amounts to unfair taxation. The purpose of congestion pricing is primarily to ensure the freeways do not fall below 60 mph. At times or places where that wouldn’t be an issue, then the price can be free. (emphasis added)

Secondly he provides his personal top 10 list for the advantages of using congestion-pricing:

  • (10) More use of off-peak capacity
  • (9) Increased transit usage
  • (8) Increased capacity
  • (7) Reduction of side-street spill-over
  • (6) Point A becomes closer to point B
  • (5) Fuel is saved, air quality improved and carbon dioxide reduced
  • (4) Economic competitiveness
  • (3) “Tragedy of commons” is avoided
  • (2) Generates revenue.
  • (1) More productivity

I like the list he presents except that  #6 seems a bit ethereal to me. (This comment seems to be a good clarification of #6.) If you don’t like his list I would recommend reading his version (which includes some explanations) before settling on an opinion.

Self-Policing Lobbyists

Often lost in discussions about ethics legislation and lobbyist influence is the fact that there is a legitimate value that lobbyists can bring to the legislative process. I’m in favor of making solid rules of ethics for legislators and lobbyists without removing lobbyists altogether. With that perspective, I really enjoyed this Deseret News story about a lobbyist who carefully limits the money he spends on legislators.

While some lobbyists often take lawmakers to Utah Jazz games — all good seats are over $50 — or to expensive restaurants, {Paul} Rogers is one of a growing number of lobbyists who works in more modest means, even if they have the wherewithal to spend more on legislators.

“My firm, Tetris, has season Jazz tickets. We use those for ourselves and our families. I’m finding that many legislators don’t want those (more expensive gifts),” Rogers said.

One thing I have always believed is that buying a meal for a legislator as a way to sit down with them is generally a perfectly reasonable “gift” for a lobbyist to give a legislator. If our $50 cap on anonymous gift is encouraging lobbyists and legislators to limit their financial back-scratching to such meals then I am pleased with that rule.

I would not consider this to be sufficient evidence that we do not need any more ethics legislation, but I do see it as a good sign that it is possible to have reasonable restrictions to discourage excessive use of gifts for legislators.

Performance Pay – Round 1

The Legislature approved funds and loose guidelines for merit pay for teachers earlier this year. I really like the first news I have heard about the issue since then:

Each district and charter school that wanted money had to come up with its own plan following broad guidelines lawmakers set earlier this year. . . .

Lawmakers have referred to the law that provided $20 million for performance pay as an experiment they hope will inform future efforts to create a long-term, statewide system. . . .

Some states have taken years to create pay-for-performance plans, but Utah districts and charters had only a few months after lawmakers passed a bill appropriating the $20 million earlier this year.

I think the Legislature was exactly right to avoid the temptation (and it probably was tempting) to try to create a central, defined system for merit pay. Instead they put out the money and let the districts provide dozens of differnt plans for how to use the money – within general guidelines. The result will be that within a couple of years we will have found a dozen approaches that are not very effective and a few approaches that look very promising.

Odds are that if the Legislature had spent money studying the issue for years to come up with The One True Approach™ they would have spent as much money as they end up losing on the plans that will end up failing from this experiement. The real difference is that they will have a higher chance of identifying good ways to implement merit pay.

Anyone who grumbles that $20 Million is not enough can be reminded that this is seed money that can show us the best aproaches and it can be increased in the future as appropriate to foster the most effective merit pay schemes.

Congestion Tolls

The Deseret News is recommending congestion tolls to help pay for our transportation needs. I have previously stated my generic approval of tolling while recognizing that there are issues of fairness to be addressed. (Toll roads on the west side, but not the east side is not fair.) One comment on the editorial suggested a possible approach to the fairness issue and also the issue of leaving the roads free for those who can’t pay a toll:

. . . one possible solution is only impose congestion pricing in certain lanes, leaving other lanes open to general use. We could eliminate the current HOT lane on I-15 and do two lanes of congestion priced expressway instead. Do a lane or two congestion priced on I-215 as well. And do a lane or two congestion priced on the MVC while leaving a lane or two open for general use.

The suggestion of congestion pricing on some lanes but not all is illustrated in a Reason.tv video by Drew Carey that discusses traffic congestion. (The video showing congestion pricing is between 4 and 5 minutes into the video.) I think that idea deserves to be explored.

The Rule of Law or the Rule of Fear

I really liked this challenge from Obi wan Liberali related to the current FISA revision bill.

So to my Republican friends, I lay the challenge before you. If you support the FISA bill going before the Senate, justify and defend that support. If you oppose the bill, speak up to your Republican U.S. Senators Orrin Hatch and Robert Bennett.

Personally I have already contacted my senators, but I would be very interested to hear of someone trying to justify support for the bill.
